The Sri Lanka Navy’s new Chief of Staff is Rear Admiral Upul De Silva.


With effect from June 21, 2022, His Excellency Gotabaya Rajapaksa, the President and Commander-in-Chief of the Armed Forces of the Democratic Socialist Republic of Sri Lanka, appointed Rear Admiral Upul De Silva as the Chief of Staff of the Sri Lanka Navy.

As a result, Vice Admiral Nishantha Ulugetenne, Commander of the Navy, officially presented Rear Admiral Upul De Silva with the letter of appointment in question at the Navy Headquarters and offered his congratulations.

Bandarawela Central College can be proud of Rear Admiral Upul De Silva. In 1986, he enlisted in the Sri Lanka Navy as a 15th intake Officer Cadet in the Executive branch.

The officer was commissioned as an Acting Sub Lieutenant in 1988 after successfully completing his basic training at the Naval and Maritime Academy in Trincomalee. In 1989, he completed the Sub Lieutenant Technical Course in India.

From INS Venduruthy, he also obtained a communication specialty. He has since progressed through the ranks in his naval career, and on May 3rd, 2019, he was eventually given the promotion to Rear Admiral.

Rear Admiral Upul De Silva has served in the Sri Lanka Navy for a number of years. Among the staff and command positions he has held are those of Officer in Command of Fast Attack Craft, Commandant of the SLNS Shiksha, Deputy Director of Naval Training, Deputy Director General of the Sri Lanka Coast Guard, Director of the Naval Inspectorate, Deputy Area Commander of the North Central Naval Area, Acting Director General of Naval & Air Operations at OCDS, and Director of NAVAIR He was the Deputy Chief of Staff before being promoted to the position of Chief of Staff of the Navy.

In 2003, Rear Admiral Upul De Silva graduated from the Naval Staff College, part of the US Naval War College in Newport, Rhode Island. In addition, the senior officer successfully completed the Group Commander Course in China in 2013, the Defence Management Course in India in 2011, and the Master of Defense and Strategic Studies program at National Defence University in China in 2017.

Numerous awards have been given in recognition of his Navy career. The officer has received the Rana Wickrama Padakkama (RWP) and Rana Sura Padakkama for his capable and courageous performances in the face of the enemy (RSP). He also received the Uttama Seva Padakkama (USP) for his impeccable character.

The senior officer has also received three commendations from the Navy’s commander for outstanding job performance and great achievements to the naval service.

Married to Mrs. Shyama Thilakarathne, Rear Admiral Upul De Silva has a son named Pasindu and a daughter named Tharushi, both of whom are 29 years old (27).
